Let the total number of votes be '100n'
Number of valid votes = 0.90 × 100n = 90n
Number of valid votes received by 'Y' = 0.40 × 90n = 36n
So, 36n = 21,600
Or, n = 600
Therefore, total number of votes = 600 × 100 = 60,000
