    Solution

    No Floor is Apartment (E) → Conversion → No Apartment is Floor (E) + Few Floor are Building (I) → Some Building are not Apartment (O*) → Probable conclusion → All Apartment can be Building (A). Hence conclusion I follows but conclusion II does not follow.

    Every Flat is Apartment (A) + [No Floor is Apartment (E) → Conversion] → No Apartment is Floor (E) → No Flat is Floor (E). Hence conclusion III follows.
