    From I:

    20x² – 43x + 21 = 0

    20x² – 15x – 28x + 21 = 0

    5x(4x – 3) – 7(4x – 3) = 0

    (5x – 7)(4x – 3) = 0

    x = 7/5, 3/4

    x = 1.4, 0.75

    From II:

    5y² – 17y + 14 = 0

    5y² – 10y – 7y + 14 = 0

    5y(y – 2) – 7(y – 2) = 0

    (5y – 7)(y – 2) = 0

    y = 7/5, 2.

    Y = 1.4, 2

    So x ≤ y
