Under the Occupational Safety, Health and Working Conditions Code, 2020, the appointment of a "Safety Officer" is mandatory in a factory wherein a specified number of workers are ordinarily employed. A Safety Officer is required to be appointed in every factory wherein:

Section 22 of the Occupational Safety, Health and Working Conditions Code, 2020 deals with the appointment of Safety Officers. In every factory wherein 500 or more workers are ordinarily employed, the employer is required to appoint Safety Officers possessing the prescribed qualifications. The same threshold applies to building or other construction work where 500 or more workers are employed, and to mines employing the prescribed number. For factories carrying on hazardous processes, the threshold is lower, requiring appointment where 250 or more workers are employed. The duties, qualifications and conditions of service of Safety Officers are governed by rules made by the appropriate Government, and they assist in ensuring compliance with the safety provisions of the Code.
