    I - ‘Chalk in’ is an incorrect phrase. The correct phrase to be used here is ‘chalk out’ which means to plan or make a scheme of something by detailed illustration. II - Start will be followed by the preposition ‘at’ in place of ‘in. The sentence is pointing towards a specific point in time that ‘when’ exactly was the event scheduled to start.
