    Solution

    No Rat is Mouse (E) → Conversion → No Mouse is Rat (E) + All Rat Are Cat (A) → Some Cat are not Mouse (O*). Hence neither conclusion I nor II follows bit it will make a complementary pair. Hence either conclusion I or II follows.
