From the clues in statement I, we can conclude that N either lives on the ground floor or the top floor similarly M either lives on the ground floor or the top floor. And ‘L’ lives on the third floor in both cases (shown below). From the clues in statement, II we can conclude that N lives on the 1st floor and L lives on the 3 rd floor.
So, the data either in statement I or statement II is sufficient to answer the questions.
