Article 54 of the Constitution provides that the President shall be elected by the members of an electoral college consisting of the elected members of both Houses of Parliament and the elected members of the Legislative Assemblies of the States, and the Seventy-second Amendment, 1992 extended participation to the elected members of the Legislative Assemblies of the National Capital Territory of Delhi and the Union Territory of Puducherry. Nominated members of Parliament and of State Legislative Assemblies, as well as members of Legislative Councils, do not participate, because the President represents the federal structure and only directly elected representatives take part in his election. Under Article 55, the election is held by proportional representation through the single transferable vote, and voting is by secret ballot.
