B Only Conclusion II, III and IV follow Correct Answer Incorrect Answer
C Only Conclusion I, III and IV follow Correct Answer Incorrect Answer
D Only Conclusions II and III follow Correct Answer Incorrect Answer
E Only Conclusion III and IV follow Correct Answer Incorrect Answer

Solution

Only Phase are Dream → All Dreams are Phases and Dreams cannot have positive relation with anyone. Hence conclusion I does not follow but conclusion IV follows. Only a few Officers are Aspirants (I) + [No Phase is a Aspirant (E) → Conversion] → No Aspirant is a Phase (E) → Some Officers are not Phases (O) + No Officer is a Talent (E) → Probable conclusion → Some Phases can be Talents (I). Hence conclusion II follows. Only a few Officer are Aspirant → Some Officers are not Aspirants (O). Hence conclusion III follows.
