Let the total votes be '100p'.
Number of votes secured by winning candidate = 0.62 × 100p = 62p

So, 62p - 38p = 3,600
Or, 24p = 3,600
Or, p = 150
Therefore, required number of votes = 38 × 150 = 5,700
