Question
Under the RTI Act, partial access to information may be provided through which mechanism under Section 10?
Solution
Section 10 of the Right to Information Act provides for severability. Where a request for access is rejected on the ground that it relates to exempt information, access may still be provided to that part of the record which does not contain exempt information and which can reasonably be severed from the exempt part. The applicant must be informed of the decision and the reasons. Severability ensures that the presence of some exempt content does not result in the wholesale denial of access to a record.
