    The second boldened phrase has been used correctly but the first boldened phrase contains an error. 'A group of conservative legislators' is a noun phrase and is considered a singular noun (a group). A singular verb should be used with a singular noun, however, 'have' is a plural verb. It needs to be replaced with "has" (singular verb). Hence, (b) is the correct answer.
