    Solution

    Since OPENED, PACKED are used, OCCURRED will be used in the second blank. The tense of the verb in each clause is chosen to convey the intended meaning. The past continuous tense expresses an unfinished or incomplete action in the past. Here the BAG was not closed, the author was GOING to close the bag thus, in this part of the sentence, and GOING will be used.
