No Blood bank or hospital will be allowed to charge patients in excess of the stipulated price. II. The increase in price of blood units and its components is effective immediately.       It is not clear whether there the prices are increased or decreased, statement 2 is not implicit. However, since revised prices have been notified that means no one can charge in excess, hence statement 1 is implicit, hence, correct answer is 1.
