From statement I alone, the one, who likes Papaya attends seminar three days before O. Four persons attend seminar between Q and O. The one, who likes Mango attends seminar immediately after R. R attends seminar before Q. P attends seminar immediately after N. We get: Case I:

From Statement II alone, At least four persons attend seminar before P. O attends seminar after P. The one, who likes Banana, attends seminar two days before P. Q attends seminar two days before N. Q and N attend seminar before the one, who likes Banana. We get: 
So, N attends seminar on Wednesday. Therefore, data given in statement II alone is sufficient to answer the question.
