Under Section 2(1)(v)(i), an 'establishment' means a place where any industry, trade, business, manufacturing or occupation is carried on in which ten or more workers are employed. The same ten-worker threshold applies to motor transport undertakings, newspaper establishments, audio-video production, and building and other construction work. A mine, port or vicinity of a port where dock work is carried out is an establishment irrespective of the worker threshold. The threshold does not apply where hazardous or life-threatening activity is notified by the Central Government.
