Section 43 requires every rule and regulation made under the Act to be laid before both Houses of Parliament for a total period of thirty days, which may be spread across a single session or across two or more successive sessions (rather than being confined to one continuous session or capped at a different day-count such as sixty, fourteen, or ninety days). If, before the expiry of the session (or successive sessions) immediately following, both Houses agree to modify or annul the rule/regulation, it takes effect only in that modified form, or ceases to have effect - but any such modification/annulment operates 'without prejudice to the validity of anything previously done' under the original rule/regulation, preserving completed past actions.
