Under Section 7 of the Act, a person ceasing to be a member of the Authority is eligible for re-appointment:

Section 7 permits any person who ceases to hold office as a member to be considered for re-appointment, subject to the sole condition that he must not be disqualified under Section 4 (conviction involving moral turpitude, insolvency, unsoundness of mind, prior dismissal from Government service, or adverse financial interest). No cooling-off period, prior category of membership, or parliamentary sanction is required. This provision works together with Section 39(3)(b), which similarly clarifies that members who vacated office upon supersession of the Authority are not deemed disqualified for fresh appointment when the Authority is re-constituted, reinforcing that disqualification under Section 4 is the Act's sole eligibility gatekeeper for re-appointment.
