Section 3(5) sets out a broad, dual-track qualification standard: members must be drawn from persons with special knowledge/experience across air transport, other transport services, industry, commerce, finance, or administration, AND ALSO from persons capable of representing organisations of WORKERS and CONSUMERS - ensuring the Board reflects both technical/commercial expertise and stakeholder representation. There is no statutory requirement of a law degree, prior judicial experience, a minimum fifteen years exclusively in Government service, or an aeronautical engineering qualification; the section deliberately keeps the qualifying criteria broad and functional rather than credential-specific, unlike more rigid judicial or technical-tribunal appointment criteria found elsewhere.
