The Consumer Protection Act, 2019 prescribes pecuniary jurisdiction in terms of the value of the goods or services paid as consideration and the compensation claimed. The District Commission entertains complaints where that value does not exceed one crore rupees, the State Commission entertains complaints exceeding one crore rupees but not exceeding ten crore rupees, and the National Commission entertains complaints exceeding ten crore rupees. A claim above ten crore rupees therefore lies exclusively before the National Commission. The Central Consumer Protection Authority established under section 10 is a regulator that investigates unfair trade practices and passes orders such as recall of goods, but it does not adjudicate consumer complaints. Accordingly, the complaint in question must be filed before the National Commission.
