Under Section 2(7)(i) of the Consumer Protection Act, 2019, a consumer is a person who buys goods for consideration paid, promised, partly paid or under a deferred-payment scheme, and includes any user of such goods with the buyer's approval. The definition, however, expressly excludes a person who obtains such goods for resale or for any commercial purpose, keeping business-to-business commercial purchases outside the consumer redressal machinery. A deferred-payment purchase remains a consumer transaction, and a person who hires services for consideration is equally a consumer under clause (ii) of the definition. The Explanation protects persons who buy goods exclusively for earning their livelihood through self-employment, but that protection does not cover purchases for resale.
