Section 2h of the RTI Act defines a PUBLIC AUTHORITY to include any authority or body or institution of self-government establishedconstituted by or under the Constitution, by any law made by Parliament or a State Legislature, by notification by the appropriate Government, or owned, CONTROLLED or SUBstantially FINANCED by the appropriate Government and a NON-GOVERNMENT body substantially financed, directly or indirectly, by funds provided by the appropriate Government. The definition is deliberately wide to bring bodies exercising public functions within the transparency regime. Ownership, control or substantial financing is the touchstone. Bodies not so connected fall outside.
