Section 7 requires a declaration by professionals that “all requirements of the Act have been complied with.” Consider:  (1) False declarations attract penalty. (2) Fraudulent declarations can trigger Section 447. (3) ROC may physically inspect the registered office. (4) Incorporation can be cancelled if obtained by fraud.
