Section 16 of the Bharatiya Vayuyan Adhiniyam, 2024 empowers the Central Government, by notification in the Official Gazette, to make rules securing the safe custody and re-delivery of any property which, while not in proper custody, is found on any aerodrome or in any aircraft on any aerodrome. In particular, such rules may provide for the payment of charges in respect of any such property before it is re-delivered to the person entitled thereto, and for the disposal of any such property in cases where it is not re-delivered to the person entitled thereto before the expiration of such period as may be specified in the rules. This provision operates at the level of aerodromes generally under the Bharatiya Vayuyan Adhiniyam, and functions alongside the more specific Lost Property Regulations framework maintained by the Airports Authority of India under Section 34 of the Airports Authority of India Act, 1994, for airports under AAI's management.
