Section 3 of the Industrial Relations Code, 2020 empowers the appropriate Government, by general or special order, to require the employer of an industrial establishment in which one hundred or more workers are employed, or have been employed on any day in the preceding twelve months, to constitute a Works Committee. The Committee consists of representatives of employers and workers, with the number of worker representatives being not less than the number of employer representatives. Its function is to promote measures for securing amity and good relations between the employer and workers and to comment upon matters of common interest. This mechanism operates at the establishment level to resolve day-to-day differences before they escalate into disputes.
