Section 1(4) of the Act explicitly provides that the Act shall not apply where the amount of debt due to any bank or financial institution or consortium is less than ten lakh rupees (Rs. 10 lakh). The Central Government is empowered by notification to specify a different amount, but such amount shall not be less than one lakh rupees (Rs. 1 lakh). This pecuniary threshold defines the jurisdictional minimum for the DRT. It prevents the tribunal system from being burdened with small-value disputes better handled by civil courts. The floor of Rs. 1 lakh ensures the Government cannot make the Act applicable to trivially small debts.
