The credit for the introduction of the budget system in India goes to Viceroy Canning. In 1859, for the first time in the Viceroy's Executive Council, a special member, Sir James Wilson, was included as a member of finance. James Wilson presented the first budget in the Viceroy's Executive Council on 7 April 1860.
