To ensure holistic growth of horticulture the Horticulture Cluster   Development Programme (CDP) was launched. Objectives are to Address the concerns of the horticulture value chain from  pre-production, production, post-harvest management & value  addition to logistics, marketing & branding, in an integrated manner  for enhancing competitiveness in the domestic & export market. The Ministry of Agriculture has identified a total of 53 Horticulture clustersto be developed under the CDP. But the pilot phase will start with 12 clusters in 11 states. Nodal Agency for the implementation is National Horticulture Board.
