    From statement I alone, as O and L run faster than M. At most three persons run slower than M, so no proper arrangement is possible. From statement II alone, as N runs faster than L. Only M and P run slower than L. O doesn’t run faster than N,  So, N > O > L > M/P > P/M Clearly, O is the 2nd fastest runner. Data given in statement II alone is sufficient to answer the question.
