According to the question,
Quantity of water after addition of 0.4x ml water = (60 + 0.4x)

Therefore,
(1/3)(60 + 1.4x) = (60 + 0.4x)
Or, 60 + 1.4x = 180 + 1.2x
Or, 0.2x = 120
