Under Section 36, the Authority may undertake to carry out works or services on behalf of any person:

Section 36 grants the Authority a broad, flexible commercial power to undertake works or services (or classes thereof) on behalf of ANY person - not limited to Government departments - purely on terms and conditions mutually agreed between the Authority and that person, without any statutory requirement of prior Central Government approval for every such engagement (unlike, for instance, the mandatory Central Government approval required for certain high-value contracts under Section 21's second proviso). This provision enables AAI to offer consultancy, construction, or contracted services to third parties as a revenue-generating, business-principle-driven activity consistent with Section 12(3)(k).
