A consumer pays an ADVANCE for a car, but the dealer repeatedly delays delivery beyond the prescribed period without any legitimate reason. The consumer files a complaint before the consumer forum. Under the Consumer Protection Act, 2019:

A contract to purchase a car and its delay constitute a service rendered by the dealer, and the consumer (who paid consideration by way of advance) is a consumer; the dealer's unreasonable DELAY in delivery amounts to DEFICIENCY in service, for which a complaint lies before the District/State/National Commission, entitling the consumer to a refund of the advance and compensation. The consumer fora have consistently ordered refunds with interest and damages for such delays. Advance-payment delay disputes are a classic maintainable consumer complaint. This is a direct, everyday application of the Act.
