A person occupies public premises under a valid LICENSE which later EXPIRES, and there is no fresh permission. Under the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, such a person:

Section 2(g) of the Public Premises (Eviction) Act, 1971 defines an 'UNAUTHORISED OCCUPANT' by reference to a person in occupation of public premises due to ANY authority - such as a lease or licence - which is no longer in force, or who occupies without authority after the permissible period. On the EXPIRY of the licence/lease, the occupant ceases to have authority and becomes an 'unauthorised occupant' liable to the summary eviction procedure before the Estate Officer (with the appeal to the District Judge). The Act does not require the corporation to file an ordinary civil suit. The expiry-of-valid-authority trigger is the core of the definition.
