The definition of 'consumer' under Section 2(7) of the Consumer Protection Act, 2019 expressly excludes a person who buys goods for resale, or for any commercial purpose. It, however, retains an important carve-out: a buyer for commercial purpose who purchases for 'self-employment' is still a consumer. The exclusion targets traders and intermediaries, not a person earning his livelihood through the goods. Complainants, traders and manufacturers are separately defined. Establishing who is a 'consumer' is the threshold question that every consumer-tribunal question turns on.
