Quo warranto ('by what authority') is issued to enquire into the title of a person to hold a public office of a substantive nature and to oust one who holds it unlawfully. It tests whether the incumbent is legally qualified and properly appointed to the office, and is thus a check on usurpation of public office. The petitioner need not show any personal injury, as the office concerns the public at large. It does not compel a duty, free a detainee, or quash a tribunal order - those are respectively mandamus, habeas corpus and certiorari.
