The Industrial Relations Code, 2020 mandates that any industrial establishment employing 20 or more workers shall constitute one or more Grievance Redressal Committees. The Committee shall have a maximum of 10 members and shall have equal representation of employers and workers. Its purpose is the resolution of disputes arising out of individual grievances matters personal to a specific worker, as distinct from collective industrial disputes. If a worker is aggrieved by the Committee's decision, or if the grievance is not resolved within 30 days, the worker may, within 60 days, file an application for conciliation to the Conciliation Officer through their Trade Union. This layered mechanism Grievance Redressal Committee first, then conciliation ensures that minor individual disputes are addressed at the establishment level before escalating into formal legal proceedings.
