Section 10 of the IBC enables a CORPORATE DEBTOR to file an application to initiate the CIRP against itself, subject to the eligibility conditions (and the ineligibility under Section 29A applying to SUVs/promoters). Section 7 provides the remedy for a FINANCIAL creditor and Section 9 for an OPERATIONAL creditor to file against a corporate debtor. The debtor's voluntary initiation is a distinct route designed to allow a company to seek formal resolution early rather than await creditor action. All these applications go to the Adjudicating Authority (NCLT). The 'debtor-initiated' nature distinguishes Section 10.
