Article 226 empowers every HIGH COURT to issue directions, orders or writs for the enforcement of fundamental rights OR for any other purpose, throughout its territorial jurisdiction (subject to the cause of action rule after the 2015 amendment to Article 226 clarifying territorial reach). Because Article 226 is broader than Article 32 (which is confined to the Supreme Court for enforcement of fundamental rights), the High Court is the usual first forum for a violation of Article 14.
