Section 151 of the Code of Civil Procedure saves the inherent powers of the court: nothing in the Code shall be deemed to limit or otherwise affect the inherent power of the court to make such orders as may be necessary for the ENDS OF JUSTICE, or to prevent the ABUSE of the process of the court. It is an equitable, residual reserve used where no express provision applies, and is exercised sparingly and only to further justice and prevent abuse. Section 100 concerns second appeals, Section 9 the jurisdiction to try all civil suits, and Section 148 the enlargement of time. Section 151 is thus the all-important 'inherent powers' provision.
