A Debts Recovery Tribunal has allowed a bank's application and issued a recovery certificate against a borrower. The borrower wants to appeal to the Debts Recovery Appellate Tribunal. Under Section 21 of the Recovery of Debts and Bankruptcy Act, 1993, the appeal:
