Under Section 18 of the Right to Information Act, a person may make a complaint directly to the Central or State Information Commission in certain situations, such as where no Public Information Officer has been appointed, where the PIO has refused to receive an application, where information has been refused, where the fee charged is unreasonable, or where the information given is incomplete, misleading or false. The complaint mechanism is distinct from the appeal process and addresses particular grievances about the handling of requests.
