Section 11 of the Right to Information Act deals with third party information. Where a PIO intends to disclose information that relates to or has been supplied by a third party and treated as confidential by that third party, the PIO must give written notice to the third party and invite representations before taking a decision on disclosure. The third party has a right to make a representation and to appeal. This procedure balances the right to information with the legitimate interests of third parties.
