Section 4 of the Right to Information Act imposes an obligation on every public authority to maintain its records properly and to proactively publish a wide range of information, such as its organisation, functions, duties, decision-making processes, norms, rules, the directory of officers, budgets, and details of subsidies and beneficiaries.
