Section 8(3), inserted by Act 1 of 2000, provides that notwithstanding sub-sections (1) and (2), the Central Government may authorise the Chairperson of one Appellate Tribunal to discharge also the functions of the Chairperson of another Appellate Tribunal. This provision enables the Central Government to manage situations of vacancy or heavy workload by allowing a single Chairperson to exercise jurisdiction over multiple DRATs. Similarly, the proviso to Section 8(1) allows the Central Government to authorise the Chairperson of any other Appellate Tribunal established under any other law to additionally discharge the functions of a DRAT Chairperson.
