Section 7(2) clearly provides that the Recovery Officers and other officers and employees of a Tribunal shall discharge their functions under the general superintendence of the Presiding Officer. This establishes a clear chain of command within the Tribunal - the Presiding Officer is the administrative and judicial head, and all staff report to him. Section 7(1) provides that the Central Government shall provide the Tribunal with one or more Recovery Officers and such other officers and employees as it may think fit. Section 7(3) prescribes that salaries/allowances and service conditions of Recovery Officers and staff shall be such as may be prescribed.
