Section 26(2) separately empowers the Presiding Officer (not the Recovery Officer) to withdraw the certificate or correct clerical/arithmetical mistakes. If the defendant wants to contest the amount, the correct remedy is an appeal to the DRAT under Section 20 before the Recovery Officer's proceedings commence.
