SEBI proposed raising the annual ISIN maturity limit from 14 to how many per financial year?

SEBI proposed increasing the annual ISIN maturity limit from 14 to 17 per financial year. The aim is to reduce refinancing risks and ease funding constraints. Sebi has proposed removing the mandatory requirement to list all outstanding unlisted debt securities issued after January 1, 2024, at the time of first listing; listing of past issuances will now be at the issuer's discretion. Government of India-serviced bonds, Extra Budgetary Resources (EBR) bonds, and ESG debt securities will be excluded from the ISIN cap to provide flexibility to PSUs and encourage green financing.
