Question
Which article of the Indian Constitution empowers the Centre to assume control of a state's administration upon the Governor's recommendation?
Solution
Article 356 of the Indian Constitution allows the Union government to take direct control of a state's administration when the state government is unable to function according to constitutional provisions. This is commonly known as President's Rule. It was first implemented in Punjab in 1951. Interestingly, Chhattisgarh and Telangana are the only Indian states where President's Rule has never been imposed.
