The revised bulk deposit framework grants banks operational autonomy to offer differential interest rates on domestic Rupee bulk deposits and Non-Resident Rupee Bulk Deposits by factoring in the differential 'run-off rates' (the estimated percentage outflow during a 30-day stress period) applicable under the Liquidity Coverage Ratio (LCR) framework. This lets banks reward 'sticky', low-outflow-risk bulk deposits with better rates while pricing volatile wholesale funds to reflect their higher liquidity-buffer cost.
