It replaced the Planning Commission on 1st January, 2015 with emphasis on ‘Bottom –Up’ approach to envisage the vision of Maximum Governance, Minimum Government, echoing the spirit of ‘Cooperative Federalism’. Its ex-officio Chairperson is the Prime Minister and Vice-Chairperson is appointed by him. Governing Council: Chief Ministers of all states and Lt. Governors of Union Territories. It does not have powers to allocate funds, which are vested in Finance Minister.
